PROJECT CO-FUNDED FROM THE EEA GRANTS FROM ICELAND, LIECHTENSTEIN AND NORWAY, AND ALSO FROM NATIONAL BUDGET

The Partnership of Nysa 2020 was agreed by 14 municipalities (Pol. “Gmina”) and 3 counties (Pol. “Powiat”) of the south-western part of the Opole Province (Pol. “Opolszczyzna”). It is a forward-looking initiative focusing on joint activities aimed at:
1) strengthening territorial cohesion of the Partnership - functional area,
2) joint solving of problems defined for the functional area,
3) support and initiating integrated planning (combining investments) within the functional area,
4) promoting exchange of mutual experience and good practice between the Partners.

According to implementation schedule of a joint project the leader of the Partnership - the Municipality of Nysa – carried out tender proceedings to choose individual contractors:
1. Tender documentation, including Specification of Relevant Order Conditions, for subsequent actions
2. information and promotion,
3. Development Strategy of the Functional Area Partnership of Nysa 2020
4. Transport Development Strategy of the Functional Area Partnership of Nysa 2020
5. Labour Market Strategy of the Functional Area Partnership of Nysa 2020
6. Social Development Strategy of the Functional Area Partnership of Nysa 2020.

In July 2014 agreements were concluded with contractors of individual actions in information and promotion of the project. Graphical identification has been developed and a project of the website called www.partnerstwo-nyskie2020.pl was created.
At the turn of September and October there were concluded agreements with contractors of individual strategic documents. At that time also a wider information campaign was carried out, informing about the planned conference on October 21st, 2014.

In order to reach the widest possible audience there were used different sources of information: website of the project, websites of individual project Partners, press and radio.

On October 21st, 2014 in the Auditorium of the Municipal Cultural Centre in Głubczyce there was held a conference inaugurating the project entitled: "Partnership of Nysa 2020”.
The conference was attended by the province, county and municipal authorities, representatives of many public institutions of the region, including the Euroregion Pradziad, business environment institutions, social organizations, sectors of culture, tourism, social policy, education, and the residents and the youth of the schools of Głubczyce.
At the conference, the Mayor of Nysa Mrs. Jolanta Barska presented the idea of the project and its objectives. Director of the Office of the Association of Polish Cities Mr. Andrzej Porawski discussed the genesis and the idea of partnerships in Poland, while the Deputy Starost (=county head) of the Głubczyce County Mrs. Irena Sapa brought closer extent of the Project being implemented and the nature of 4 strategies developed for the Functional Area. Short presentations were also given by Contractors of individual strategies.

The summary of the conference was the lecture "Local Government Entity - as a leader, partner and initiator. Different roles of local government in activities for improvement of standard of services and improvement of management quality. Formal-legal and informal dimension of local government partnerships and cross-sector partnerships."
The conference inaugurating the project "Partnership of Nysa 2020” was to inform the residents of the Functional Area about start of the project, bring closer its main objective, which is to create mechanisms for long-term cooperation in the joint recognition and solving of problems which are beyond the boundaries of one municipality, i.e. actions on supra-local level and inviting all interested parties to participate in the beginning public consultation process concerning individual various strategic documents.

In the 4th quarter of 2014 and in the 1st quarter of 2015 consultation activities will be conducted by Contractors of individual strategies.
The diagnostic stage will be aimed to reaching as many residents of the Functional Area as possible and getting their answer to questions contained in a questionnaire. Information obtained in this way will provide a starting point to work on strategies. These actions are to cover the possibly widest a range of receivers to ensure the required level of complexity of the developed documents. To this end, within the framework of:
Development Strategy of the FA PN 2020 – there will be carried out in total 960 questionnaires/interviews,
Transport Development Strategy of the FA PN 2020 - there will be carried out in total 800 questionnaires/interviews,
Labour Market Strategy of the FA PN 2020 - there will be carried out in total 800 questionnaires/interviews,
Social Development Strategy of the FA PN 2020 there will be carried out in total 800 questionnaires/interviews,.
In the diagnostic phase there will be carried out in total 3360 questionnaires/interviews.
Afterwards draft strategic documents will be will be forwarded for consultation. This is to verify their content, particularly in the light of demands of the earlier stage of consultation, the so-called diagnostic stage. This will allow to give the products their final shape and will make possible their wider, fuller use in subsequent years of the partnership.
